They’re the clerks of the house. They advise the speaker and note important stuff down etc.
Normally the speaker wears a wig (a “spinal” one like Judges wear) but the last one to do was Bernard Weatherhill in the early 1990’s.

The original Harman does look up as if to say “why are you PM, when I’m ten times smarter than you?” which she is btw. The Harmanclone keeps looking down as it is waiting for someone to plug it’s brain in.
